In 2017, our national grassroots movement came together and defeated a Republican reconciliation bill that would have gutted the Affordable Care Act. We did it by delaying, organizing, and making the bill too toxic to touch.

Now, we’re facing a new threat—one that’s just as dangerous.

What’s Happening

House Republicans are racing to pass a reconciliation bill packed with deep cuts to Medicaid, food assistance, and reproductive care—while handing trillions in tax breaks to the wealthiest Americans.

It’s Trump’s agenda—his “one big, beautiful bill”—disguised as budget policy. And it’s on the move.

Speaker Mike Johnson doesn’t yet have the votes, but that could change any day. To win over his party’s MAGA and billionaire-backed factions, he’s making the bill even more extreme. And if he finds a way to unify House Republicans, the bill could pass and head to the Senate as early as this week.

But here’s the truth: nothing about this is inevitable. Just like in 2017, this is a live fight. And if we act now, we can stop it!

How Reconciliation Works—and Why It Matters

Reconciliation allows the party in power to pass budget-related bills with just 51 votes in the Senate—bypassing the filibuster. It’s how Bush passed his tax cuts, how Trump passed his 2017 tax scam, and how Biden passed the Inflation Reduction Act.

Now Trump’s allies want to use it to push through an agenda that would:

  • Kick 14 million people off Medicaid and other healthcare
  • Slash SNAP benefits for children, seniors, and veterans
  • Defund reproductive care clinics like Planned Parenthood
  • Funnel $5 trillion in tax breaks to the top 5% of earners

Why This Fight Looks Familiar

If this all feels familiar, it’s because we’ve been here before. Back in 2017, Indivisible’s first major campaign fought a Republican reconciliation bill aimed at repealing the ACA. It wasn’t easy—House Republicans eventually passed their version—but we didn’t let up. And when the bill reached the Senate, massive grassroots opposition made it politically impossible to pass.

The same opportunity exists today.

Our Strategy

Just like in 2017, we can win by:

  • Delaying the bill to give time for opposition to grow
  • Toxifying the bill with relentless public pressure
  • Targeting vulnerable Republicans who are afraid to be seen backing this cruelty

Most Americans oppose cutting Medicaid. There’s no district in the country where this has broad public support. That’s why we need to keep the heat on—and ramp it up now.

Indivisible’s Billboard Blitz in Battleground Districts

Indivisible is launching billboards in nine key swing districts calling out their Republican representatives by name for supporting brutal cuts to SNAP and Medicaid. The nine districts are:

  • Bacon (NE-02)
  • Fitzpatrick (PA-01)
  • Bresnahan (PA-08)
  • Kiggans (VA-02)
  • Wittman (VA-01)
  • Kim (CA-40)
  • Valadao (CA-22)
  • Mackenzie (PA-07)
  • Van Drew (NJ-02)

These lawmakers don’t want their names associated with taking food and healthcare away from their constituents. That’s why these billboards matter. But they aren’t cheap—the full campaign will cost $53,000, and Indivisible HQ needs grassroots supporters to help fund them.

1. Call your GOP Representative on Tuesday, May 20
